  • Leads several proposal projects simultaneously and coordinates the overall proposal effort and preparation of the proposal volumes. Responsible for the prioritization, planning, organization, and scheduling as it relates to the proposal projects.
  • Organize and coordinate proposal teams, clearly communicating and regulating roles, responsibilities, assignments and deadlines with team members.
  • Analyzes the RFQ/Tender to establish the complete scope and requirements of the business opportunity through collaboration with business development, contracts, engineering and program management office.
  • Oversees the proposal development timeline schedule and reviews. Implement review processes and procedures. Conduct content review meeting with proposal team member and management.
  • Develop and implement proposal development tools for coordinating complete proposal responses including, proposal plan, volume outlines and content, compliance matrices, schedules, task assignments and division of responsibility, review meetings and Q&A deadlines
  • Facilitate and maintain communication to the proposal team including customer correspondence and amendments to ensure compliance and <img style="float: right;" src="https://hydroid.icims.com/icims2/servlet/icims2?module=AppInert&action=download&id=4464&hashed=-2014595103" alt="Hydroid-Cutrona-0483" width="337" height="225" />accuracy of the proposal content.
  • Has responsibility for the Cost/Price Volume on proposals; lead the development and preparation of cost estimates.
  • Ensures the technical, management, contractual and past performance content received from the various team members is clear and concise and integrated into proposal as one voice
  • Reviews the completed proposal content for compliance, quality and accuracy, and ensures final proposal submission documents are consistent and in accordance with the proposal requirements.
  • Participate in customer fact finding and negotiations prior to contract award
  • Conduct post submission reviews for lessons learned and continuous improvement.
  • Support the development of proposal processes through knowledge and application of industry best practices, to include creation and modification of current procedures, checklists, forms and templates
  • Oversee and update the Proposal Content Library before closing proposal file


BA/BS from a four-year college or university, minimum 5 years’ experience in proposal development, industry best practices, cost estimating, Federal Acquisition Regulations and government contracting basics, or equivalent combination of education and experience.


A condition of this position will require the successful Applicant to pass a government security investigation and must subsequently receive authorization to access US Department of Defense Controlled Unclassified Information (“CUI”) and potentially classified information.
